September 2009 Minutes

Minutes the Meeting of the Parish Council held at Filmer Hall on Wednesday 2nd September  2009 at 8.00 p.m.
Present: Messrs Edmed (chairman), Ireland, Skinner and Turnill, Mrs Rimmer (clerk), PCSO Siobhan de Burca, KCCllr Mrs Whittle, MBC Cllr Mrs Gibson and one resident.
  1. APOLOGIES: Mr Worsfold
  1. DECLARATION OF INTEREST: None
  1. POLICE REPORT
a)      PCSO de Burca introduced herself to the Council. Since the last meeting there have been 4 crimes (2 burglary other than dwelling, 1 criminal damage and 1 Burglary)
b)     Neighbourhood Watch – PCSO de Burca is trying to set up an active Watch system in the area. Anyone interested in co-ordinating the group should contact either the Clerk or PCSO de Burca.
  1. MINUTES OF PREVIOUS MEETING HELD 1ST JULY 2009 agreed as a true and accurate record of proceedings following amendment to 9b not all work is to a good standard
  1. MATTERS ARISING – none
  1. PLAY AREA  IMPROVEMENTS
a)      Quotation to complete the refurbishment of the play area received from Wicksteed at cost of £701.60 exc VAT. As there is funds available from the devolved budget payments towards the play area it was proposed by Mr Ireland, seconded Mr Turnill that these works be carried out.
b)     Repairs to the fence at rear of area need to be carried out
Action: Clerk to obtain quote
c)      The chairman wished to thank John and Terry Harris for work they carried out with him.
  1. HIGHWAYS
a)      Play area sign – signs at the location are covered by vegetation. Relocation of the old school sign has been raised with KHS but does not appear on August report.
Action: KCCllr Whittle to chase up highway liaison officers regarding lists as do not appear to be complete and many items outstanding. To hold meeting with KHS on 7th September
b)     Broken manhole cover by church – Cllr Edmed reported that he made up a new cover and replaced
  1. CORRESPONDENCE
a)      Sustainable Communities Act – information on part Parish Councils can play
b)     MBC – Code of Conduct Training 16th September and 7th October
c)      Age Concern – donation request. Decline. No requests from outside parish considered for donations.
  1. PLANNING
I.        Applications received: None
  1. FINANCE
a)               Items for payment – as per schedule of payment (Appendix 1) Payment of £70 agreed in addition to Mr Harris re grass cutting at play area.
b)              Insurance renewal 2009-2010
Policy to be checked to see what policy covers and who is responsible for the insurance of the fabric of the Filmer Hall as a claim needs to be made following a vehicle hitting the hall and breaking bricks.

This is purely an information slot and no action can be taken upon the matters raised during this session. Any action required will need written representation to the council
 
  1. ADDITIONAL MATTERS TO BE DISCUSSED AT NEXT MEETING
Charlton Court – landscaping has not been fully implemented. MBC Landscape Officer to check to see if meets requirements as these were a major consideration of the application.
