Minutes of the Meeting of the Parish Council held at the Filmer Hall on Wednesday 20th January 2010 at 8.00 p.m
Present: Messrs Edmed (chairman), Ireland, Skinner and Turnill, PCSO De Burca, Mrs H Rimmer (clerk), Mr Thick (part) MBCllr and one resident
1.      Apologies: Mrs Whittle – KCCllr
2.      Declaration of Interest – None
3.      Police Report
a)   6 reported crimes since last meeting.
b)   PCSO De Burca advised that a bike marking session will be held in Headcorn on 15th February from 10-3.
4.      Minutes of the meeting held on Wednesday 11th November 2009 were read and
agreed as a true and accurate record of proceedings.
5.      Matters Arising from the Minutes
a)      Insurance
Awaiting response re additional premium. It was proposed that the hall be put on immediate cover.
b)      Street Sweeping
MBC to be chased re schedule.
c)   Play Area
Awaiting quote for fencing to rear. Other items raised in inspection report have been
reported to contractor for action.
6.      Highways
KHS report on works completed circulated. It was noted that a number of items have not been completed by their target dates. 
a)      Workhouse Lane – this is programmed for resurfacing not pothole patching.
b)      Morry Lane – no mention on the report regarding the flooding issues. It is understood
that KHS are to use cameras to inspect the gullies.
c)      Heniker Lane – Road to be closed on 23rd February
d)     Salt Bins – does the parish have enough? It would appear that there are sufficient and that
they are refilled as required.
e)      Pleasure House Lane – potholes and verges were repaired in Autumn 2009. However
with large lorries using the road the verges have again been damaged and the road is falling away at the entrance to Griffins Farm.
Mr Turnill reported that he had visited the farm asking them to make good the damage but no response.
Action: It was agreed that Mr Skinner visit the farm manager to discuss
7.      Correspondence
Mr S Heather re War Memorial – request for financial assistance to place an
additional plinth on the memorial detailing those who died in 2nd WW at a cost of £849.20. Mr Thick advised that he could contribute £500 from his devolved budget towards the cost. It was agreed that the additional funding be found from parish council funds.

9.      Finance
a)                  Items for payment – see attached schedule
b)                  Budget 2010-2011
It was agreed that the Clerk purchase a laptop and memory stick for the parish to assist with administration. 
Budget proposals accepted with precept for 2010-2011 agreed at £5000
10. Reports from members of the public
This is purely an information slot and no action can be taken upon the matters raised during
this session. Any action required will need written representation to the council.
a) Streetlight at bottom of Court Broomes – Not working
Action: Clerk to arrange repair.
